Arts Advocacy & Resources for San Joaquin County
Building a Stronger Arts and Cultural Community in San Joaquin County
Stockton Art League is working to strengthen, connect, and advocate for artists, cultural organizations, educators, creative businesses, and communities throughout San Joaquin County.
As San Joaquin County’s developing State-Local Partner with the California Arts Council, SAL is helping build the countywide relationships, information systems, resources, and public support needed for arts and culture to thrive.
Connecting San Joaquin County to California’s Arts Infrastructure
The California Arts Council’s State-Local Partner program connects the state with a designated local arts agency in each county. State-Local Partners support the arts and cultural ecosystem by sharing information, building partnerships, identifying community priorities, providing services, and advocating for equitable access to arts and culture.
Stockton Art League is currently participating in the State-Local Partner Mentorship program as we develop the countywide services and partnerships needed to serve San Joaquin County, with mentorship support from AmadorArts.
The California Arts Council describes the SLP program as a way to foster local cultural development and support countywide arts ecosystems, local priorities, equity, information sharing, and leadership.

What SAL Is Building
A countywide infrastructure connecting artists, cultural organizations, creative spaces, and opportunities across San Joaquin County.
Why San Joaquin County Needs a Strong Arts Voice
Decisions about economic development, education, tourism, transportation, public space, community health, youth services, and neighborhood investment all affect arts and culture. Arts advocacy helps ensure that artists, cultural organizations, and community traditions are considered when those decisions are made.
Economic Opportunity
Support creative businesses, cultural tourism, jobs, and paid work for artists.
Youth and Education
Expand access to sequential arts learning and creative career pathways.
Community Identity
Preserve and celebrate the histories, traditions, and cultural practices of the county’s communities.
Healthy Communities
Recognize the role of creative participation in belonging, connection, and community wellbeing.
Equitable Access
Address geographic, financial, linguistic, transportation, and accessibility barriers.
Public Investment
Help decision-makers understand the need for sustained arts and cultural funding.
Current Countywide Priorities
These priorities are informed by countywide surveys, conversations, public meetings, advisory participants, and ongoing communication with artists and cultural organizations. They will be reviewed and updated as the initiative develops.

What We Are Learning
SAL’s countywide priorities are grounded in community input, not assumptions. Here is a snapshot of what we have heard so far.
200+
community members participated in our initial countywide survey
58
cities, towns, and unincorporated communities represented in San Joaquin County
5
top barriers identified: transportation, awareness, time, language access, and disposable income
More than 200 community members participated in our initial countywide survey, representing artists, cultural organizations, educators, and residents across San Joaquin County.
Respondents identified transportation, awareness, time, language access, and disposable income among the barriers affecting participation in arts and cultural activities.
Full survey summary, geographic distribution of respondents, and a downloadable report are in development and will be added here as they are finalized. A formal economic-impact study will be incorporated as it becomes available.
